E-Governance projects involve a large number of players - the Government, the private sector investors who participate in Public-Private partnership initiative of the Government, IT majors who provide the ICT Infrastructure Consultants, who work closely with all stake-holders to conceptualize and design appropriate e-Governance solutions. Given the specialized and complex nature of e-Governance projects, capacity gaps have been identified at all levels and among all stake holders.
